Putin Exploits Deadliest Terrorist Attack Against Russians by Blaming NATO and the U.S., Recruiting More Soldiers for War in Ukraine

레이건과 고르바초프는 1991년 12월 소련이 최종적으로 해체되기 전까지 매우 잘 지냈다. 마치 미국과 러시아가 냉전의 오랜 악몽에서 깨어난 것 같았다. 따뜻한 평화의 빛이 모스크바와 나토 국가, 그리고 옛 소련 지도자들이 한때 통치했던 위성 국가들 사이의 관계를 뒤덮었다. 그러나 푸틴은 모스크바와 서방 사이의 적대감을 되살리는 것 이상의 일을 했다. 그는 NATO가 방어하기로 결정한 국가를 위해 적어도 무기와 무기를 제공할 정도로 완고하게 피비린내 나는 전쟁을 싸워왔다.

카츠 교수는 워싱턴 대서양협의회에 제출한 보고서에서 이번 공격을 “우크라이나 전쟁이 모스크바가 싸우고 있는 유일한 분쟁이 아니라는 점을 상기시켜준다. 어떤 사람들은 콘서트홀에서 발생한 이번 지하디스트 공격을 러시아와 서방 간의 어느 정도 협력 가능성을 높이는 것으로 볼 수도 있지만 푸틴은 공동의 위협에 대한 미국의 경고를 거부했을 뿐만 아니라 이를 서방의 위협과 연결시켰다. 푸틴은 키이우와 서방에 대한 적대감을 억제하지 않으며 그들과 협력하는 것은 더더욱 아니다”라고 말했다. 

미국은 러시아와 관계를 개선하려는 의지 있어

러시아의 허위 정보에 대한 가장 잔인하고 끔찍한 증거는 크로커스 뮤직홀 학살 이후 우크라이나의 수도인 ‘키이우로 향할’ 정교한 음모에 대해 공격자 중 한 명이 강제로 자백한 것이다. BBC는 용의자 4명이 법정에 잠시 출두했을 때 “고문 징후를 보였다”고 보도했다. 

러시아 TV는 이 비극에 대해 서방을 비난하기 위해 익명의 ‘서방 소식통’과 러시아의 ‘외국 요원’이 의도적으로 ‘우크라이나와 관련해서 이슬람 국가로 초점을 옮기기 시작했다’고 비난하면서 ‘더 많은 것을 보여주고 있다’고 비난했다. 

러시아 버전은 너무 터무니없어 조롱을 불러 일으키고 우크라이나 전쟁 해결을 위한 협상의 어려움을 깊이 드러낸다. 또 다른 이유로 더 혼란스럽다. 러시아인들은 모스크바 테러 공격을 영국에서 교육받은 타라스 쿠지오 키이우 국립대 모힐라 아카데미 교수는 “최근 모스크바 테러 공격에 대해 우크라이나와 서방을 잘못 비난하면서 푸틴은 수십만 명의 러시아인을 추가로 동원할 것이다. 이들 중 다수는 우크라이나와의 잔혹한 전쟁에서 사망할 것이다”고 말했다. 

푸틴의 진짜 적은 러시아 반체제 인사들

그렇다면 놀랍게도 크로커스 뮤직홀 공격은 푸틴이 가능한 모든 수단을 동원해 전쟁을 압박하려는 구실이 되었으며, 이를 러시아 애국자들이 매일 수백 명의 부상자가 죽는 전쟁에 군대에 합류할 것을 촉구하는 수단이 되었다. 그가 미국의 경고에 귀를 기울이지 않은 자신의 냉소주의는 상식에 어긋난다. 어떤 사람들은 이를 소련 통치 시대의 독재자 스탈린처럼 우크라이나를 정복하고 이를 러시아 제국으로 가져오려는 그의 꿈을 추구하는 동안 그를 괴롭힐 수 있는 믿을 수 없는 약점의 징후로 본다.

The Russians should have listened to the Americans. They had plenty of warning about the attack on March 22 that killed 145 people in a concert hall in the Moscow suburb of Krasnogorsk. The American embassy told Russia’s President Vladimir Putin that Islamic State militants were planning an attack, and he called the warning “blackmail” several days before it actually happened.

Putin’s response showed the depths of Putin’s extreme distrust of the Americans as the war in Ukraine grinds on without a significant sign of victory for the Russians even though they hold the southwestern region and Crimea. He knows that a ceasefire is quite unlikely, at least on any terms that he would be willing to accept. His immutable goal remains to subdue Ukraine. He is not going to compromise with Washington and its NATO allies even though some of them might want the hostilities to end with a deal that Russia and Ukraine forces will stay where they are.

The warning from the Americans should have shown Putin that the United States was not really Russia’s enemy. Washington ideally would like to restore warm relations with Moscow, as the late President Reagan had managed to achieve in 1987 after urging Mikhail Gorbachev, the last general secretary of the Communist Party of the former Soviet Union, to “tear down this wall” - that is, the Berlin Wall dividing Communist East Berlin from democratic west Berlin.  

Reagan and Gorbachev got along extremely well in the period before the final dissolution of the Soviet Union in December 1991. It was as though the Americans and Russians had awakened from the long nightmare of the Cold War. The warm glow of peace suffused relations between Moscow and NATO nations as well as the satellites that the old Soviet leaders had once ruled. Putin, however, has done more than revive hostility between Moscow and the West. He has stubbornly fought a bloody war for a country that NATO has resolved to defend, at least to the point of offering arms and weapons.

Against this background, Putin has sought to rationalize his failure to heed the American warning of plans by ISIS-K, the most extreme of the terrorist groupings, to attack the Crocus City Music Hall, a venue outside the crowded heart of Moscow where the gunmen, all from the central Asian Republic of Tajistan. Far from expressing the slightest gratitude to the Americans for attempting to advise him of what was coming, he has opened a propaganda campaign blaming the Americans for the attack.

“No, Putin, the ISIS-K attack in Moscow wasn’t about Ukraine,” began a report by Mark N. Katz, a professor at George Mason University in Virginia, analyzing the background of the attack and the extraordinary Russian attempt to hold the Americans accountable.

In his report for the Atlantic Council in Washington, Katz called the attack “a reminder that the Ukraine war is not the only conflict Moscow is fighting.” While “some might see this jihadist attack at the concert hall as raising the possibility of some degree of cooperation between Russia and the West,” Katz wrote, Putin not only “rejected U.S. warnings” against a common threat but “linked it to Western-backed Ukraine.” Clearly, said Katz, “Putin is in no mood to rein in his hostility to Kyiv and the West, much less cooperate with them.”

The cruelest, most gruesome evidence of Russian disinformation was the forced confession by one of the attackers of an elaborate plot in which they would “head toward Kyiv,” the Ukraine capital, after the Crocus Music Hall massacre. BBC reported that the four suspects “showed signs of torture” when they appeared briefly in court. Russian TV, in the attempt to blame the west for the tragedy, accused unnamed “Western sources” and Russian “foreign agents” of having deliberately begun “to shift the focus from the Ukrainian connection to, exclusively, Islamic State” while showing “more sympathy for those who carried out the terrorist attack…. than for the victims.”

The Russian version is so nonsensical as to inspire derision and reveal the depths of the difficulties of negotiating a solution to the war in Ukraine. It is all the more disturbing for yet another reason. The Russians are using Moscow terror attacks “to drum up support for further mobilization,” writes Taras Kuzio, a British-educated professor at the National University of Kyiv Mohyla Academy. “Falsely blaming Ukraine and the West for the recent Moscow terrorist attack, Vladimir Putin will launch a further mobilisation of hundreds of thousands of Russians - many of whom will die in his brutal war against Ukraine.”

Incredibly, then, the Crocus Music Hall attack has become a pretext for Putin to press the war by any means possible, using it as a call for Russian patriots to join the armed forces in a war in which hundreds of them are killed wounded every day. The cynicism with which he has shrouded his own failure to heed the warnings of the Americans defies common sense. Some see it as a sign of incredible weakness that may haunt him as he pursues his dream of conquering Ukraine, bringing it into the Russian empire as did the dictator Joseph Stalin in the era of Soviet rule.

“But some commentators are warning the Russian authorities that, for a political system, identifying the wrong enemy can prove a fatal mistake,” writes Steve Rosenberg, Russia editor at the BBC. “That's the way this type of system usually dies,” Rosenberg quotes political scientist Vladimir Pastukhov, honorary senior research associate at University College London. “They concentrate on someone they see as the main enemy and miss the real one somewhere else.”

But who are Russia’s real enemies? The NATO countries are interested in defending themselves, not going on the offensive against Russia. Ukraine is not joining them. Other NATO nations near Russia are fearful of Putin’s intentions. Might he attack them too after taking over Ukraine. Looking the other way, Putin appears to be on great terms with China. North Korean leader Kim Jong-un is selling him arms and artillery shells for the war in Ukraine in return for food, vital supplies and technological expertise for building new and “better” nukes and missiles.

In fact, Russia’s enemies may be from within. While he’s fighting Ukraine and dealing with Islamic terrorist threats, he has to worry about Russian dissidents. That’s why he has ruthlessly repressed them, shutting down media critics, imprisoning foes, guaranteeing his reelection in March to another six-year term.

“The list of influential Russians who have been killed or died in murky circumstances after opposing, criticizing, or crossing Russian President Vladimir Putin, the Kremlin, or the state is long,” reports Radio Free Europe. “And it just got longer” - with the mysterious death while in prison of the opposition figure Aleksei Navalny, erstwhile leader of protests against his rule. While waging a brutal, endless war in Ukraine, Putin has to watch his back for fear of his most dangerous foes, his enemies within.
