韓日 갈등, 시진핑은 웃고 있다

시진핑 중국 국가주석은 북한뿐 아니라 한국에서 우위를 주장하며 중국의 지역내 최대 경쟁자이자 적인 일본을 몰아낼 수 있는 완벽한 방법을 갖고 있다고 생각한다. 그는 최근 한국 방문 중 일본이 2차 세계대전 때 자행한 만행을 ‘야만적’이라고 말하면서 일본을 공격했다.

그 표현은 맞는 말이다. 하지만 중국은 거의 70년 전에 끝난 전쟁의 쓰라린 기억들을 이용하며 현재의 문제들로부터 관심을 돌리고 있다. 중국과 한국이 1945년 8월 일본으로부터 승리한 것을 함께 축하하자는 시진핑의 제안만큼 이 전략을 잘 보여주는 것은 없다.

일본이 항복할 때 결정적 역할을 한 미국을 제외시키는 등 역사를 완전히 왜곡한 이 정치적 공작에 한국이 참여를 망설이는 건 옳은 처사다. 중국은 경제, 정치, 군사적 이유로 자신들의 입지를 강화하기 위해 일본과 한국 사이의 차이점을 이용하려는 데 혈안이다. 미국은 일본, 한국과 별개의 동맹조약을 체결하고 있기 때문에 중국은 이들 사이에서 미국의 역할 축소를 원하고 있다.

존 케리 미 국무장관이 베이징에 있을 때 시진핑 국가주석은 미국과 중국 사이에 전쟁이 터지면 그 여파는 끔찍할 것이라고 경고했다. 중국은 그와 같은 전쟁을 할 준비가 전혀 돼 있지 않다. 하지만 중국은 전체 국경에서 자신들의 지평을 확대하고 있다. 중국은 남중국해 전역에 대한 영유권을 주장하고 있고 센카쿠 열도(중국명 댜오위다오)를 두고 일본과 매일 대립하면서 동중국해에 대한 자신들의 힘을 넓히고 있다.

한반도에 대한 중국의 전략은 매우 다르다. 싫든 좋든 북한은 중국으로부터 받는 식량과 에너지 없이는 생존할 수 없다. 동시에 중국은 한국과 매우 광범위한 관계를 맺고 있다. 한국은 중국의 3대 교역국이자 대규모 산업투자국이다.

한미동맹, 여전히 필요하다

이런 이유로 시진핑 국가주석이 박근혜 대통령과 함께 일본을 비난하는 것은 당연한 수순이다. 일본 제국주의의 역사는 길고 많은 희생자를 냈다. 1905년 일본 식민지배에 들어간 한국은 중국보다 더 큰 고통을 겪었다. 중국을 1949년 10월 1일 공산당 손에 들어가게 한 혁명 전쟁에서 모택동의 군대는 일본군보다 장개석의 국민당 군대와 싸우느라 더 바빴다.

한국은 중국의 입지를 강화하기 위해 예전의 갈등을 부활시키려는 시진핑 국가주석의 계획에 빠져들면 안 된다. 정책 결정자들은 현안들에 집중할 필요가 있다. 중국은 북한을 군사적으로 지원하면서 한반도 전체에 안보 위협이 되고 있다. 중국이 북한을 제지하려는 인상을 주고 있지만 한국은 미국과의 동맹이 여전히 필요하다.

일본은 독도에 대한 영유권 주장 포기를 거부하고 위안부 여성들에 대한 타당한 보상 요구를 강력히 거절하면서 도움이 되지 않고 있다. 일본 정부가 자신들이 2차 세계대전 중 위안부 여성들에게 입힌 성적 학대를 사죄한 20여년 전의 선언문이 유효하지 않은 것으로 보고 있다는 보도가 나오면서 일본은 상황을 더 악화시키고 있다.

그럼에도 한국은 일본과 광범위한 범위에서 유대관계를 갖고 있다. 무역, 투자뿐 아니라 뿌리 깊은 문화적 연대 등 둘의 관계 국면은 다양하다. 한국전쟁 중 일본이 미군의 후방기지 역할을 했다는 것 또한 누구도 잊을 수 없다. 제2의 한국전쟁이 발발한다면 외국군은 다시 일본이 필요할 것이다.

중국과 일본, 그 어려운 시소 게임

하지만 동북아시아의 역학관계는 바뀌고 있는 것 같다. 일본은 피랍 일본인을 두고 북한과 협상하고 있고 일본군이 일본 영토 밖의 ‘집단적 방위’ 활동에 다른 나라 군대와 참여하는 것을 그동안 제한해왔던 헌법 조항을 제거하고 있다. 이것은 아시아의 다른 지역에서 전쟁이 발발하면 일본군이 미군과 함께 싸울 수 있다는 의미다.

한국에 어떤 분쟁이 터지면 일본과 함께 파트너로 참여하는 것은 불가능하지는 않지만 어려운 일이다. 가령, 일본과 중국이 센카쿠 열도를 두고 전쟁을 벌인다면 한국은 참여하지 않을 것이다. 이 경우 중립이 최상의 정책이다.

한국을 일본의 궤도에서 빼내려는 중국의 전략에 한국이 들어갈 이유는 없다. 대신, 한국은 일본과의 관계를 분리시키는 역사적 이슈들을 극복하면서 일본과의 관계를 향상시키는 데 노력해야 한다.

사실 한국인들에게 매우 중요한 과거 문제들을 인정하지 않으려는 일본의 완고함을 볼 때 이를 어떻게 극복할지 그 방법을 알아내는 것은 쉽지 않을 것이다. 하지만 일본과의 좋은 관계를 통해 이뤄질 바람직한 결과들과 시진핑 중국 국가주석이 지금 하고 있는 것들을 고려하면 전향적인 태도를 갖는 것 역시 중요하다.

시진핑 국가주석은 중국이 지금 다른 곳에서 하는 것처럼 한미동맹을 약화시키고 한반도와 동북아시아에 대한 중국의 패권을 강화하며 일본과 한국 간의 적대감을 조장하고 싶어 한다.

Xi's Anti-Japan Strategy Exploits Korean History for China's Benefit

China's President Xi Jinping thinks he's got the perfect way to assert supremacy over South as well as North Korea and drive off Japan, China's biggest regional competitor and adversary. He can attack Japan for its horrific World War II record, which he called "barbarous" in his recent visit to Seoul.

Nobody would dispute the accuracy of that term, but China is playing upon bitter memories of a war that ended nearly 70 years ago while distracting attention from current problems. Nothing better signifies this strategy than Xi's proposal that China and South Korea together celebrate their victory over Japan in August 1945. South Korea is right to hesitate to participate in a propaganda attack full of distortions of what really happened, including no doubt the American role in bringing about the Japanese surrender.

The fact is the Chinese are trying very hard to exploit current differences between Japan and South Korea in order to strengthen China's position for its own commercial, political and militarist reasons. Since the United States has separate treaty alliances with both the countries, China also is seeking to challenge and diminish the U.S. role.

President Xi, while the U.S. secretary of state John Kerry was in Beijing, warned of the disastrous impact of war between the United States and China. At this stage China may be far from ready to wage such a war, but China is expanding its horizons all around its borders. China claims almost all the South China Sea and clearly would like to extend its power over the East China Sea as seen in daily confrontation with the Japanese over the Senkaku islands, Diaoyiu in Chinese.

China's strategy on the Korean peninsula is quite different. Like it or not, North Korea cannot survive without all the food and fuel that it's getting from China. At the same time, China has far more extensive relations with South Korea, its third biggest trading partner and the source of huge industrial investment as well.

So it makes sense for President Xi to align with President Park Geun-hye in denunciations of Japan. The history of Japanese imperialism is long and bloody. Korea, having fallen under Japanese domination in 1905, may have suffered more than China. In the revolution that led to the rise of Communist Party rule on October 1, 1949, Mao Zedung's forces were busier fighting the Kuomintang "Nationalist"Chinese under Chiang Kaishek than the Japanese.

South Korea, however, should not fall for Xi's transparent attempt at reviving old conflict in order to advance China's position. Policy-makers need to focus on current issues. By supporting North Korea militarily, China poses a security threat to the entire Korean peninsula. Although China gives an impression of trying to restrain North Korea, South Korea still needs the alliance with the U.S.

The Japanese do not help by refusing to abandon their claim on Dokdo, which the Japanese call Takeshima, and by remaining adamant on resisting demands for fair compensation for comfort women. Japan has made matters worse by coming up with a report that questions the validity of the declaration of more than 20 years ago apologizing for Japan's exploitation of comfort women in World War II.

Nonetheless, South Korea has a tremendous range of relations with Japan. These include not only trade and investment but also deep-seated cultural ties. Nor can anyone forget the importance of Japan as a rear base area for American forces during the Korean War. In a second Korean War, foreign forces would again need Japan.

The architecture of relations in Northeast Asia, however, may be changing. Japan is in talks with North Korea on Japanese kidnapped to the North while removing constitutional constraints on Japanese joining with others for "collective self-defense" far from Japan's shores. That means the Japanese could fight alongside the Americans if war broke out elsewhere in Asia.

It is difficult if not impossible to imagine that South Korea would want to join in any conflict as a partner with the Japanese. If Japanese and Chinese were to go to war over the Senkaku islands, for instance, South Korea would stay away. Neutrality in that case would be the best policy.

There is no reason, though, for South Korea to fall for China's strategy of attempting to pull South Korea out of the Japanese orbit. Rather, South Korea should strive to improve relations with Japan, to get over the historical issues that separate the two countries.

It is hard to know how to overcome these issues considering the stubbornness of the Japanese in refusing to back down on matters that are so important to the Koreans. It's also important, however, to look ahead, to consider the desirability of good relations with Japan and to recognize what President Xi is doing.

Xi would like nothing better than to foster hostility between Japan and South Korea while undermining the Korean-U.S. alliance and advancing Chinese authority over the Korean peninsula and Northeast Asia just as China is doing elsewhere.
