트럼프 대통령은 코로나 바이러스가 그렇게 위험하지 않거나 통제되고 있다고 믿는 그의 열정으로 엄청난 도박을 하고 있다. 그는 미국인들에게 끔찍한 결과를 겪지 않고 정상적인 일상생활로 돌아가도록 촉구할 수 있다고 장담한다. 그의 대통령직은 정말로 그가 내기에서 이기느냐에 달려 있다.

그들은 사업도 있고, 직업도 있고, 할 일이 있다. 실업수당에 너무 많이 의존한다. 경기부양보조금은 빠르게 소진된다. 아이들은 학교로 돌아가야 한다. 백만장자들 그리고 안정된 직업과 높은 연금과 신탁 자금을 가진 사람들은 잘 살아남을 수 있다. 그들은 제2 파동, 전염병의 재발, 전염병 백신을 기다리는 환자 그리고 확진자 치료 등의 위험성을 잘 설파한다.

대부분의 미국인들은 세계의 모든 사람들과 마찬가지로 그들의 특권적인 위치에서 내려다보고 모든 사람들에게 충고할 수 있는 입장이 아니다. 그냥 기다려라. 대부분의 사람들은 내일이 아니라 오늘 당장 돈을 벌기 위해 일자리로 돌아가야 한다.

믿을 수 없을 정도로 많은 미국인들은 비상금을 가지고 있지 않다, 만약 가지고 있다면 그들은 비상금을 소진해야 할 위험에 처해 있다. 또한 대부분의 평범한 사람들, 중산층과 서민들은 내가 컴퓨터를 두드리는 것만으로도 할 수 있는 것처럼, 또한 많은 다른 사람들이 온라인 웨비나(인터넷 세미나)를 통해 수완을 발휘하고, 글을 쓰고, 편집하고, 계산하고, 투자하는 것처럼 집에서 근무할 수 없다. 그것들은 미국이나 지구 어디에도 보통 사람들이 가지고 있지 않은 사치품이다.

하지만 여기 양면성이 있는 이야기가 있다. 국립알레르기·감염병연구소 소장으로서 트럼프 대통령 옆에 자주 모습을 드러낸 뒤 미국인들에게 가장 유명한 의사로 꼽히는 앤서니 파우치 같은 사람들의 충고를 감사해야 한다. 트럼프 대통령은 파우치가 정상으로 돌아가는 것이 시기상조라고 경고하는 것을 달가워하지 않을 수도 있지만 그를 놓아줄 수는 없다. 파우치의 충고는 너무도 침착하고 아주 존경스럽다. 트럼프가 자신과 의견이 다르다고 다른 수많은 사람들을 내쳐버린 반면 파우치는 내치기에는 너무 소중한 사람이다. 트럼프가 단순한 ‘예스맨’에게 호감을 갖는다면 믿을 수 없을 정도로 불리한 반응을 보일 것이다.

바이러스 급증의 위험은 너무나 명백해서 무시할 수 없다. 한국의 문재인 대통령이 코로나를 거의 극복한 한국의 성공을 찬양하고 있을 때 서울의 옛 미군사령부에서 멀지 않은 유명한 이태원 지역의 나이트클럽에서 이 전염병이 다시 불거졌다.

대부분의 미군 병사들은 미군사령부가 서울에서 남쪽으로 65킬로미터 떨어진 캠프 험프리스로 이동한 후 떠났기 때문에 이태원은 다양한 음식, 맛, 패션으로 유명한 다문화 이웃으로 떠올랐다. 그곳은 훌륭하지만 사회적 거리 두기, 마스크 착용, 손 씻기에 관한 지침을 무시한 것에 대해 변명할 수 없다.

몇몇 이태원 클럽에서 추적된 확진자들의 급증은 규모가 큰 것이 아니라, 조심할 필요가 있고, 상식적인 규칙을 따르고, 아직 치료법이 없는 질병의 위험성을 잊지 말아야 한다는 교훈을 준다. 그래서 서울시장의 명령에 따라 대부분의 술집과 클럽이 문을 닫았다. 고맙게도 단지 식사나 차와 커피를 마시기 위한 많은 상점들을 열어두고 있다.

미국의 상황은 한국의 그것보다 훨씬 더 심각하다. 트럼프 대통령은 전문가들이 전염병이 더 어려워질 것이라고 말하는 여름이 되면 삶이 훨씬 나아질 것이라고 장담하고 있다. 만약 그가 내기에서 이기면 그는 올바른 결정에 대한 공로를 인정받을 것이다. 대유행병이 악화되면 그는 패배자가 된다. 대선 전 6개월이 많은 사람들에게 결정적일 것이라는 것을 트럼프보다 더 잘 아는 사람은 아무도 없다. 그들은 선거가 아니라 가진 자와 못 가진 자로 갈라진 가혹한 경제 속에서 잘 지내고 자신과 가족을 먹여 살리는 것에 대해 걱정해야 한다.

Trump’s Big Bet: U.S. Opens Up to Business as Usual While COVID-19 Goes in Time for Presidential Election

Donald Trump is taking an enormous gamble in his enthusiasm for making believe the coronavirus is either not all that dangerous or else under control. He’s betting he can urge Americans to return to life as normal without suffering dire consequences. His presidency really depends on whether he wins the bet.

Millions of Americans are on his side. People just find it hard to believe that a virus can kill or sicken tens of thousands of people when life superficially appears unchanged. That’s a message that’s hard to convey, and Trump has his finger on the pulse of those who assume it just can’t happen to them. While everyone else around him may be wearing a face mask, he has yet to be seen with one.

Whatever I may think of Trump, I would definitely not want him to suffer as did Boris Johnson, the British prime minister who learned his lesson the hard way, winding up in the intensive care unit with the virus after having brushed off the danger. Thank goodness he now seems cured.

You can hardly blame the mass of Americans, though, for wanting to go on with life as it was pre-virus. They have to make a living. They have businesses, jobs, stuff to do. Unemployment benefits only cover so much. Stimulus checks are quickly spent. Kids have to get back to school. The millionaires, and the people with comfy jobs and nice pensions and investments and trust funds can survive just fine. They have no problem preaching the dangers of a second wave, of a relapse of the pandemic, of the need to wait for a vaccine for defense against the plague and a cure if you do get it.

Most Americans, like people everywhere, just don’t have the luxury of looking down from their privileged positions and advising everyone, just wait. Most people have to get back to making money now, today, not tomorrow.

An incredible number of people don’t have rainy-day funds, or if they do, they’re in danger of running through them. Nor can most plain, ordinary people, middle and working-class folks, work from home, as I can do just by tapping away on a computer, as many others do via on-line webinars, wheeling and dealing, writing, editing, calculating and investing. Those are luxuries that average people from the U.S. to everywhere else on earth don’t generally have.

But here’s a story with two and more sides. It’s not hard to appreciate the advice of people like the Dr. Anthony Fauci, who may be Americans’ best known doctor after appearing so often at President Trump’s side in his role as director of the National Institute of Allergy and Infectious Diseases.

Trump may not appreciate Fauci’s caution about getting back to normality prematurely, but he can’t let him go. Fauci’s advice is too even-tempered and too respected. While Trump has dumped numerous others for disagreeing with him, Fauci is too valuable a person to lose. Trump would be in for an unbelievably adverse response if he were dropped in favor of a simple yes man.

The danger of a spike is just too obvious to ignore. Just as South Korea’s President Moon Jae-in was extolling the nation’s success in almost overcoming the COVID-19, the disease flared up again in nightclubs in the famous Itaewon district not far from the former U.S. Korea Command headquarters in Seoul.

Since most of the American soldiers departed after the command moved to Camp Humphreys 65 kilometers south of Seoul, Itaewon has emerged as a multi-cultural neighborhood noted for a wide variety of cuisines, tastes and fashions. That’s great but no excuse for ignoring guidelines on social distancing, mask-wearing and hand-cleaning.

The spike in cases traced to a few Itaewon clubs is not huge but a lesson in the need to be careful, to follow common-sense rules and not to forget the ever-present danger of a disease for which there is as yet no cure. That’s why most of the bars and clubs, by order of the mayor, are closed. Thankfully stores and shops remain open as do a lot of places just for dining or sipping tea and coffee.

The American situation is far, far worse than that in South Korea. Trump is betting that life will get much better by summer when the experts say the disease will be more difficult to transmit. If he wins the bet, he’ll take the credit for the right decision. If the pandemic worsens, he’s a loser.

No one knows better than Trump that next six months before the presidential election will be crucial for of a lot of people. They have to worry not about the election but about staying well and feeding themselves and their families in a harsh economy divided between the haves and the have-nots.
