뉴질랜드 크라이스트처치 시에 있는 이슬람 사원에서 발생한 대학살 사건은 우리 모두에게 한 가지 교훈을 준다. 아무도 안전하지 않다는 사실이다. 백인 민족주의자들은 중동의 테러범들처럼 쉽게 살인을 한다. 악한 세상에서 백인들이 지난 수년간 미국, 노르웨이에서 최근에는 뉴질랜드에서 여러 차례 대학살 범행을 저질렀다.

그동안 교회와 학교, 회당과 최근의 뉴질랜드에 있는 사원을 향해 총격을 가한 광적인 백인들의 기록은 폭력이란 것이 남아메리카에서 건너온 불법이민자들이나 혹은 아랍의 이름으로 전쟁 중인 단체들이 저지른다고 생각해왔던 우리에게는 정말 충격이다.

폭력사태는 국가, 민족과 종교적인 이유로 발생한다. 우리가 폭력을 당하지 않는다면 우리는 단지 다른 사람들의 일탈 행위라며 폭력을 용서하고 합리화하며 설명을 한다.

무작위 폭력은 의문이 생긴다. 이러한 폭력이 지역이나 이웃 국가나 혹은 동북아에도 일어날 수 있을까? 물론 어느 곳에서나 발생할 수 있지만 만일 전쟁과 같은 훨씬 더 커다란 위험에 직면한다면 이들 지역에서는 폭력사태는 별로 발생하지 않을 것 같다. 북한이 남한과 일본 그리고 미국에 대해 핵클럽이라고 주장하는 상태에서 우리는 누군가가 총을 쏠지도 모른다는 사실을 별로 걱정하지 않는다.

물론 엄격한 총기 규제법 때문이다. 일반적으로 사람들은 서울이나 도쿄에 있는 총포상에 들어가 미국 전역에서 판매되는 반자동소총보다 훨씬 작은 권총도 주문할 수 없다. 범인의 출생지인 뉴질랜드와 또한 호주는 미국보다 훨씬 엄격한 총기 규제법이 있지만 그 범인은 합법적으로 무기를 구입했다.

산발적으로 발생하는 개인 폭력의 근원은 광적인 사람의 극단적인 편견에 기인한다. 인종과 종교적인 편견에 사로잡힌 우익민족주의가 뉴질랜드 대학살의 주요 원인이다. 극단주의가 미국뿐 아니라 유럽, 뉴질랜드 아시아까지 증가하는 추세이다.

세계의 모든 정부 당국자는 그들의 국경을 합법적으로나 불법적으로 건너온 이민자들을 단속한다. 프랑스는 과거 프랑스 식민지였던 아랍국가의 이슬람교인들이 유입하여 감정의 골이 더 깊어졌다. 또한 영국도 인도나 파키스탄에서 온 이민자들이 전통적인 앵글로 색슨족의 브리티시 지역 출신들과 충돌한다.

이스라엘에 대한 증오심과 그들의 땅을 이스라엘이 점령했다고 주장하는 팔레스타인은 이스라엘과 끊임없는 전투를 벌인다. 대개 미국의 다른 집단보다 더 성공하고 더 부자가 되고 더 낳은 교육을 받은 미국의 유대인에 대한 적개심으로 유대인뿐 아니라 아프리카나 라틴아메리카 계통의 미국인에게 민족중심주의자들이 폭력을 가한다.

중앙정부에서 지방정부에 이르기까지 사법당국은 종종 다른 집단에서 범인을 찾으며 백인 극단주의자들이 저지르는 위험을 인식하지 못한다.

증오의 극단주의 경계해야

미국에서 우익은 트럼프 대통령의 정치 기반에 필수적인 핵심옹호세력으로 보인다. 그들은 때때로 우리가 겪는 폭력을 참혹한 폭력행위로 인정하지 않는다. 광신주의는 훼손되고 성장하며 우리가 경험하는 비극의 형태로 곪아터지게 된다.

일본의 경우 매우 효율적으로 국가 경찰의 지원을 받아 국가의 기강과 단결을 확립해 집단 폭력 행위에 참여하는 데 필요한 자유를 제한한다. 중국 당국자들은 인권이나 자유에 대해 신경을 쓰지 않는다. 그들은 반대세력 수천명을 투옥시켰다.

그러나 정권에 대항하는 혁명은 어떤 면에서 정당화 된다. 아마도 전 세계에서 가장 탄압적인 독재국가인 북한의 예를 보면 북한의 반체제 인사들에게 기회가 주어진다면 그들이 무기를 드는 것이 정당화 될 수 있다.

그와 같은 반란은 우리가 보아왔던 비극, 즉 학교, 교회, 극장 혹은 어디서나 무고한 사람들에게 총격을 가하는 민족주의나 종교적 신념에 의해 개인적으로 저지르는 현상과 아주 다르다. 어떤 확실한 해결책이 절실하다. 총기를 휴대하며 민간인들이 활보할 이유가 없다.

사법 당국은 종교인, 정치인 혹은 증오심에 불타는 미치광이를 옹호하는 폭력 극단주의의 징후를 잘 감지해야 한다.

우리가 어느 곳에 있든 폭력사태가 우리에게 일어나지 않는다고 말할 수는 없다. 핵탄두나 생화학무기만 위험한 것이 아니다. 총기에 심취된 미치광이나 다른 종교나 다른 인종이나 신념을 가지고 사람들을 증오하는 자들을 주시해야 한다.

The mass killing at two mosques in Christchurch, New Zealand, carries one lesson for everyone. Nobody is safe. White-skinned nationalists are as likely to kill as middle eastern terrorists. In this wicked world, white people have carried out some of the bloodiest massacres in recent years from the U.S. to Norway and now New Zealand.

The record of crazed white people for firing into churches, schools, synagogues and now these mosques in New Zealand always shocks those of us who persist in thinking that violence is somehow reserved for illegal immigrants from South America or warring factions with Arabic names. The propensity for violence crosses national, ethnic and religious boundaries. We’re all capable, if not of committing violence, then of condoning or rationalizing it or explaining it as a mere aberration of which others, surely not us, are capable.

These random acts of violence raise the question, can it happen here or in nearby and neighboring countries in northeast Asia? The answer is that it can happen anywhere but that it seems less likely in this region if only because we face the danger of much greater violence in the form of acts of war. While North Korea holds the nuclear club over not only South Korea but Japan and even the U.S., we don’t seem too concerned that someone with a gun may open fire in a crowded place.

That’s partly, of course, due to strict gun laws. Ordinary people can’t just go into s gun shop in Seoul or Tokyo and order a pistol, much less the semi-automatic weapons for sale all over the United States. The laws in New Zealand and Australia, where the shooter was from, are stricter than in the U.S., but he had bought some of his weapons legally.

The root cause of sporadic outbreaks of individual violence are the extremist prejudices harbored by fanatic individuals. Right-wing nationalism mingled with racial and religious prejudices were huge factors behind the New Zealand massacre. That form of extremism appears to be on the rise not only in the U.S. and Europe but clearly in New Zealand and Australia too.

Authorities everywhere need to look for right-wing extremism with the same zeal with which they crack down on immigrants who have crossed their borders, legally or not. In France, the influx of Arabs, mostly Muslims, from former French colonies has deepened divisions. So also in England, immigrants from India and Pakistan clash with Brits of typical Anglo-Saxon ancestry.

Hatred also focuses on Israel and its perpetual struggle with Palestinians who say the Israelis overran and seized their rightful lands. Outcries against Jews in the U.S., on average more successful, wealthier and better educated than other American groupings, fuel ethnocentric violence against not only Jews but also Americans of African and Latin American ancestry.

Law enforcement agencies, from national to local levels, often do not recognize the danger posed by white rightist extremists while looking for law-breakers among other groupings.

In the U.S., rightists appear as patriotic flag-wavers, hard-core advocates for President Donald Trump, who sees them as essential to his political base. They surely do not approve of the horrendous acts of violence that we see from time to time, but they do contribute to the atmosphere in which fanaticism festers, grows and bursts into the sorts of tragedies that we seem to see regularly.

In Japan, national discipline and unity, supported by highly efficient national police, counters the freedom needed to engage in acts of mass violence. In China, authorities are not concerned about human rights or freedom. They have routinely jailed thousands for showing signs of serious dissent.

Revolution against authority, however, may in some instances be justified. Look at North Korea, possibly the world’s most oppressive dictatorship. North Korean dissidents, if they ever had the chance, would be well justified to take up arms.

That kind of revolt, however, is quite different from the phenomenon of a lone individual, in the name of some national or religious belief, opening fire on innocent people in a school or a church or a movie theater or anywhere else in which we’ve seen such tragedies occur.

Certain solutions are essential. There is no reason for any civilian to be running around with a weapon. Authorities have to be far more aware of signs of violent extremism whether advocate by a religious figure or a politician or just a crazy person simmering with hatred.

Wherever we are, we cannot afford to say, It can’t happen here, it can’t happen to us. Nuclear warheads and bio-chemical weapons aren’t the only dangers. We have to watch out for the crazed individual with a love for weapons and a hatred for those of different faiths, races and beliefs.
