무역전쟁이 세계를 휩쓸고 있다. 미국의 도널드 트럼프 대통령은 계속 싸우려고 한다. 문제는 이 무역전쟁이 언제, 어떻게 끝이 나며 어떤 손해를 끼치는가이다.

미국은 무역 상대국들이 그들의 보호무역 장벽을 허물어야 한다는 사실을 인지하고 그들의 영토에서 미국 사람들이 좀 더 쉽게 사업을 할 수 있게 되길 원한다. 그러나 많은 사람이 트럼프 대통령이 세계무역 상대국을 기분 나쁘게 하고 자유무역에 대한 규제와 제한의 새로운 시대가 초래할 결과에 대해 그를 비난한다. 한걸음 더 나아가 일부 국가는 선적을 중단하고 국경을 전적으로 폐쇄할 예정이다. 마침내 일부 지도자는 문제에 직접 개입할 의지를 갖고 있어 전쟁 위험성이 있다.

대중 무역적자 4000억 달러

이 엄청난 전투에서 옳고 그름을 밝히기는 쉽지 않다. 일부 국가나 회사는 피해를 입은 측이 상대방을 고소하는 법정 드라마를 연출하고 있다.

미국에 최대로 무역 손실을 끼치는 나라는 중국이다. 무역 적자가 4000억 달러에 달한다. 어떤 항의도 없었던 상태에서 어떻게 그렇게 많은 적자를 냈는지 믿기 어려울 정도의 무역 불균형이다. 미국의 협상자들은 중국 인민폐 가치가 너무 낮게 책정되어 중국 제품들이 싼값에 수출할 수 있다고 오랫동안 비난해 왔다. 그들은 또한 수입품에 대한 중국의 높은 장벽으로 미국 제품들이 중국 시장에 뿌리 내리기가 어렵거나 혹은 중국 시장에 진출해서도 경쟁을 할 수 없다고 말한다.

그래서 트럼프 대통령은 340억 달러에 달하는 중국 수입 품목에 대해 25%의 관세를 부과했다. 또한 중국도 미국의 대두와 자동차 두 가지 품목에 관세를 적용하며 맞불을 놓았다. 사실 340억 달러에 대한 관세는 미국에 수출되는 엄청난 중국 제품에 비해 큰 수치는 아니다. 하지만 트럼프 대통령은 계속 관세를 부과할 것이라고 말한다.

미국에 의존하는 중국의 무역

세계 무역전쟁은 갈등이 언젠가 터질 수 있다는 가능성 때문에 미중 간에 가장 심각한 문제가 된다. 다른 품목보다도 기름과 식량의 대부분을 중국에 의존하는 북한에 대한 중국의 원조를 생각해보자. 만일 미국이 북한과 대화에 실패하고 전쟁의 위험이 한반도에 드리워진다면, 중국은 확실히 한국전쟁에서처럼 북한을 지원할 것이다. 또한 북한의 핵실험과 미사일 도발에 대한 유엔 안보리의 경제제재를 중국이 준수할 것을 기대할 수 없을 것이다.

중국과의 교착 상태는 아시아의 끝부분부터 남중국해와 인도양과 아랍해와 그외 지역까지 미친다. 미국과 중국 군대가 충돌하지 않는 한 가지 이유는 중국이 미국에 수출로 얻는 엄청난 이익 때문에 중국 스스로 자신이 얼마나 높게 미국에 의존하는지를 잘 알고 있기 때문이다. 무역수지를 줄여본다고 하자. 그러면 중국은 남중국해를 정기적으로 순찰하는 미국의 전투함에 대해 매우 다른 느낌을 가질 것이다.

미국의 일자리와 무역 전쟁

무역전쟁은 한미관계에도 즉시 영향을 끼쳤다. 트럼프 대통령은 한미 자유무역협정을 달가워하지 않는다. 트럼프 대통령은 일부 협정을 개정하거나 그 이상을 요구한다. 한국의 미국에 대한 무역 흑자는 2015년 283억 달러에서 작년 231억 달러를 기록했다. 그러나 아직도 미국 정부 무역 관리들은 적자를 더 줄이기를 원한다. 트럼프 대통령이 한국에 심하게 말하지 않은 이유는 남한의 안보와 남북한 간의 화해 움직임을 고려하기 때문이다.

비슷하게 미국은 일본과의 무역전쟁을 벌이고 있는데, 일본은 대미 무역 흑자가 2012년에는 최고 764억 달러에서 작년에는 688억 달러로 감소했지만 아직도 높은 수치다.

미국의 무역전쟁은 이웃 국가인 북미나 남미의 캐나다와 멕시코 사이에 혹독한 분쟁을 치르고 있다. 미국은 또 유럽연합(EU)과 가벼운 언쟁을 벌이고 있는데, 이들 중 대부분의 국가는 북대서양조약기구(NATO) 회원국으로 미국의 동맹국들이다.

트럼프 대통령은 미국 산업과 미국인의 일자리 창출이란 명분으로 철강과 알루미늄에 관세를 부과한 후 분노 속에 보복 관세를 매겼다. 작년 EU와의 무역 적자는 1514억 달러였고 멕시코는 800억 달러이며 캐나다와는 170억 달러를 약간 상회하는 무역 적자를 냈다.

이 같은 수치를 보면, 미국 무역 상대국들이 미국에 관세율을 삭감하라고 주장하지만 트럼프 대통령이 왜 그렇게 무역 적자에 심할 정도로 대응하는지 알 수 있다. 세계 무역전쟁으로 군사 충돌이 일어나 수억 혹은 수십억의 인구가 멸망할 수 있다는 두려움이 있다. 정책 입안자나 협상자들은 무역전쟁 속에 서로의 대결이 언젠가는 3차 세계대전을 촉발할 수 있다는 우려를 염두에 둬야 할 것이다.

Global Trade War is sweeping the world, and U.S. President Donald Trump intends to keep fighting. The question, though, is how and when it will end and what damage it will leave in its wake.

The U.S. contends that that eventually some of America's trading partners will realize they need to slash their barriers to imports and also make life easier for American companies doing business on their soil. Everyone else, however, blames Trump for upsetting global trading patterns and bringing on what could be a new era of restrictions and restraints on free trade. Go one step beyond that, and countries are going to begin to blockade shipping, to close borders entirely. Finally, there is the danger of war as the only recourse that some leaders will decide is needed to set matters straight again.

In this great power struggle, it is extremely difficult to sort out right and wrong. Countries and companies make claims and counterclaims as in a courtroom drama in which one aggrieved party is suing another. The Americans see just about every major trading partner as unfairly dumping goods on American markets at extremely low or no tariffs while imposing high tariffs on imports from the U.S.

The worst offender, as far as the U.S. is concerned, is China, whose exports to the U.S. exceed its imports by about $400 billion. That's such an extraordinary imbalance in trade that it's difficult to believe it reached such heights without provoking an outcry much earlier. In fact, American negotiators have been complaining for years that the value of the Chinese renminbi is set far too low so Chinese products can be exported cheaply. They also say that China sets up barriers to imports that make it difficult for American products to get into China or to compete effectively once they get there.

That's why Trump has imposed a 25 percent tariff on $34 billion of imports from China, and the Chinese have fired back imposing tariffs on two huge U.S. exports, soybeans and motor vehicles. Actually tariffs on $34 billion worth of Chinese exports to the U.S. is not that huge an amount considering the spectacular overall total of Chinese exports, but Trump is talking about imposing still more tariffs.

The Global Trade War is no doubt most serious between the U.S. and China in view of the potential for conflict eventually breaking out. Think of Chinese support for North Korea, which relies on China for virtually all its oil and a large percentage of its food, among many other items. If the U.S. fails in dialogue with North Korea and the danger of war again hovers over the Korean peninsula, China would surely side with North Korea as it did in the Korean War. In the meantime, China could not be expected to abide by sanctions imposed by the United Nations Security Council in response to North Korea's tests of nuclear devices and long-range missiles.

The standoff with China extends all around the rim of Asia, down to the South China Sea and on to the Indian Ocean and the Arabian Sea and beyond. One reason U.S. and Chinese military forces have not come to blows is that the Chinese are well aware how much they depend on the Americans for the vast sums they earn for all those exports. Cut down the trade surplus, and the Chinese might feel quite differently about U.S. warships periodically challenging their control over the South China Sea.

The trade war also has an immediate impact on U.S. relations with South Korea. Trump is not happy about KORUS, the Korea-US Free Trade Agreement. He has insisted on some revisions, and he undoubtedly would like more. Korea's trade surplus with the U.S. last year was $23.1 billion, down from a high of $28.3 billion in 2015 but still considerably more than U.S. trade officials would like. If Trump is refraining from talking really tough to the South Koreans, the reason undoubtedly is that South Korea’s basic security and moves toward inter-Korean reconciliation take priority. Similarly, the U.S. is reluctant to get into a trade war with Japan, whose surplus with the U.S. last year reached $68.8 billion, down from a peak of $76.4 billion in 2012 but still far too high.

The Global Trade War, with the U.S. both target and adversary is just as bitter in disputes between the U.S. and its northern and southern neighbors, Canada and Mexico, and in spats with the European Union, many of whose members are allied with the U.S. as members of NATO, the North Atlantic Treaty Organization. Trump inspired retaliatory tariffs amid outcries of anger after slapping tariffs on steel and aluminum imports in what he said was an effort to rescue American industry and jobs for American workers. The deficit with the EU last year was $151.4 billion. With Mexico the deficit was just under $80 billion, and with Canada it was slightly over $17 billion.

With numbers like these, it's easy to see why Trump is talking so tough about the trade deficit while America's trading partners are outraged by moves to cut it down. The fear, however, is that a Global Trade War could eventually explode into armed conflict in which hundreds of millions, maybe billions, would perish. Policy-makers and negotiators have to keep this risk at the top of their concerns as they confront one another in a Global Trade War that could someday erupt into World War III.
