Bombing Syria: Tough Example for North Korea, But Is Kim Getting the Message Before Summits?

미국, 영국, 프랑스의 시리아 화학무기 시설에 대한 전격적인 공습은 북한 사람들을 걱정하게 만들었다.

트럼프 대통령은 존 볼턴을 백악관 국가안보  보좌관으로 임명하고 며칠 후 범죄 불량 정권인 시리아의 바샤르 아사드 대통령을 응징하겠다는 약속을 확실하게 전 세계에 보여줬다.

북한은 아사드가 트럼프 대통령이 리스트에 올려놓은 유일한 지도자가 아니라는 사실을 깨달아야 한다. 미국과 그 동맹국들이 시리아를 폭격할 수 있다면 북한도 폭격할 수 있다.

김정은 정권은 ‘트럼프 대통령이 김정은의 권력 장악력을 약화시키기 위해 어떠한 일을 할까’ 에 대해 신경을 써야 한다. 시리아 폭격의 여파 속에 김정은은 비핵화를 위해 기꺼이 대화를 나누겠다고 말한 것을 증명해야 한다.

아니면 김정은이 다음 목표가 될 수도 있다. 그러나 트럼프 대통령은 문재인 대통령이 판문점에서 김정은과 회담을 준비하는 상태에서 선제공격을 명령하지는 않을 것이다.

미국과 북한의 지도자가 함께 회담을 하겠다고 발표하고, 트럼프 대통령의 참모들이 시기와 장소를 결정하는 동안 트럼프 대통령은 그런 식으로(군사행동) 대응할 것으로는 보지 않기 때문이다.

그러나 시리아 폭격은 김정은이 트럼프 대통령과 회담을 준비하는 과정에서  북한이 아주 다른 방법으로 대응해야 하는 선례가 된다.

첫째, 김정은 정권은 시리아 폭격을 미국에 도달 가능한 장거리 미사일에 소형화된 핵탄두를 부착할 수 있는 개발계획을 강화해야 하는 핑계로 이용할 수 있다.

북한은 종종 리비아의 무하마르 가다피 정권이 붕괴된 사실을 그들이 핵을 포기할 수 없는 이유로 인용한다. 가다피 정권은 그의 적국인 서방세계와 화해를 하는 협상에서 핵 개발 프로그램을 취소했다.

가다피 정권이 붕괴되고 리비아 국민들이 가다피를 살해할 때까지 미국 정부 관리들은 북한도 리비아식의 핵 포기 정책을 따르기를 기대했다.

현재 북한은 미국과 다른 여러 나라가 가다피가 여러 나라의 요구조건을 들어줬는 데도 배반당했다고 지적하며 북한이 그렇게 한다면, (북한에게도) 똑같은 일이 발생할 것이라고 비난하고 있다.

시리아는 핵탄두를 생산하지는 않지만 북한의 재고 목록 속에 있는 화학무기인 대량살상무기(WMD)로 많은 사람을 살해했다.

우리는 북한이 이들 끔찍한 화학무기를 상당히 개발한 상태며 작년에 말레이시아 쿠알라룸푸르 공항에서 김정은의 이복형 김정남을 살해한 것을 상기해 볼 필요가 있다. 마지막 상황에서, 김정은은 아주 다르게 적극적으로 대응할 수도 있다.

김정은은 시리아 공습을 운명으로 받아들이며 장거리 미사일을 포함해 핵 프로그램을 포기하라는 한.미 양국의 요구를 현명하게 받아들일 수도 있다.

김정은은 경제 제재를 모면해야 할 필요가 있는 것처럼, 미국이 트럼프 대통령과 참모들이 말하는 군사행동을 전개하지 않을 것이라는 사실을 확신해야만 한다.

시리아 공습 장면은 만일 김정은이 받아들이지 않는다면 그가 받게 되는 고통과 아픔에 대한 경고의 본보기다. 현실적으로 김정은이 그렇게 쉽게 증명할 것 같지 않다. 김정은은 문재인 대통령과 트럼프 대통령을 만나 이치에 맞지 않는 요구를 할 것이 확실하다.

특히 미국의 대선 기간 동안 김정은과 햄버거를 먹으며 대화를 나눌 수 있다고 말한 트럼프 대통령에게 귀에 거슬리게 말할 수도 있다. 북한은 2만8500명의 주한미군 철수와 평화협정 체결을 요구한다.

김정은의 방법은 김정은 체제의 평화와 안전을 보장하고 한미동맹을 종식시키고 합동군사 훈련을 중지하는 것을 뜻한다.

그동안 북한과 합의를 본 여러 협상이나 약속처럼 지켜지지 않을 것이 분명하지만. 한·미 양국은 김정은 정권이 국제원자력기구(IAEA)의 핵사찰 조사관들의 철저한 검증으로 핵 프로그램을 완전히 포기할 때까지 어떠한 거래도 하지 않을 것이라고 말했다.

만일 북한이 처음 단계에서 검증에 동의한다면 그들이 할 수 있는 모든 것을 하는 것이 안전한 해결책이다. 트럼프가 약속한 것처럼 시리아 폭격은 북한에 객관적인 교훈이 되어야 한다.

메시지는 간단하다. 즉 우리는 기꺼이 협상하지만 모든 것이 실패로 될 때 군사행동을 선택할 준비가 되어 있다는 것이다.

시리아의 화학무기 공장을 폭격한 것처럼 북한의 핵시설을 선제공격하는 장면들은 김정은이 핵을 포기하고 평화를 구축할 준비를 하고 있다는 약속에 대해 생각하는 것처럼 김정은이 쉽게 상상해야만 한다.

For sure, President Trump, several days after John Bolton took over as his national security adviser, showed the world he meant business when he said he would punish the "criminal rogue regime" of the Syrian leader Bashar Assad. The North Koreans have to be well aware that Assad is not the only leader whom Trump has in his sights. If the U.S. and its allies can bombard sites in Syria, why not North Korea? Kim Jong-un should be asking what Trump might do to tear loose his grasp on power. In the aftermath of the hits on Syria, Kim needs to prove that he means it when he says he is "willing" to talk seriously about giving up his nukes. He might just be next. Trump, however, is not going to order a "preemptive strike" on North Korea in the run-up to South Korean President Moon Jae-in's meeting with Kim at the truce village of Panmunjom next week. Nor is Trump likely to respond that way while his emissaries haggle over exactly when and where he and Kim should get together as both leaders have said they will do. In the run-up to the Trump-Kim summit, however, the Syrian strike serves as an example that might motivate the North Koreans in quite different ways. First, Kim may well use the punishment meted out to Syria as a pretext for intensifying his program for developing a warhead small enough to fix on the tip of a long-range missile capable of reaching the United States. The North Koreans often cite the destruction of the Libyan leader Muhammar Ghadaffy as good reason not to give up their nukes. Until his regime was toppled and a mob of his people killed him, U.S. officials were fond of citing the Libyan example as one that North Korea might follow. Now the North Koreans say the Americans and others betrayed Ghadaffy after he had bowed to their demands and would do the same to them if they had a chance. The Syrians were not producing nuclear warheads but rained death and destruction with another weapon of mass destruction, chemical agents of the kind that North Korea definitely has in its inventory. We need only recall the killing of Kim's half-brother, Kim Jong-nam, in Malaysia's Kuala Lumpur Airport last year to know how far the North has gone in developing these terrible forms of warfare. At the other end of the spectrum, however, Kim Jong-un might respond quite differently, almost positively. Optimistically, he could see the strike on Syria as a fate to avoid and wisely yield to South Korean and American demands to give up his nuclear program, including the missiles to carry them to distant targets. Just as Kim needs to get out from under economic sanctions, he has to be sure the U.S. won't exercise the "military option" that Trump and his advisers have talked about. The spectacle of air strikes on Syria should serve as an example, a warning, of the pain and suffering that he might expect if he doesn't behave. Realistically, however, Kim may not prove so amenable. It's sure that he will make unreasonable demands when he sees Moon and talk even more stridently to Trump if and when they do finally sit down for a hamburger, as Trump in his presidential campaign famously said he would like to do. The North Koreans say all 28,500 American troops in South Korea have to go, and they want a "peace treaty" too. This document, if Kim has his way, would guarantee "peace and security" for him and his regime, end the U.S. alliance with South Korea and halt military exercises. Obviously, like so many other agreements with the North over the years, such a treaty would be made to be broken. The Americans and South Koreans have said they are not going to consider any deal until Kim has completely abandoned his nuclear program as verified under the watchful eyes of inspectors from the International Atomic Energy Agency. It's a safe bet the North Koreans will do all they can to avoid verification if they agree to it in the first place. The attack on Syria, as Trump promised, should stand as an object lesson for North Korea. The message is simple: We are glad to negotiate but stand ready to choose the "military option" if all else fails. Visions of a preemptive strike on the North's nuclear facilities, like the bombing of Syria's chemical plants, should never be far from Kim's imagination as he considers what promises to make to show he's giving up his nukes and is ready to work for peace.
