두 나라 혹은 분단된 반쪽들의 지도자들이 정상회담을 갖는다는 것은 순간적으로는 희소식처럼 들리지만 아마 어떤 결과도 내지 못할 것이다. 이 고위급회담을 통해 ‘평화가 가까이에 있다’ 혹은 ‘우리 시대에 평화가 이뤄진다’ 등의 말이 실제가 될 수 있을 것이라고 사람들을 현혹시킨다면, 이 회담은 부정적인 효과를 낼 것이다.

우리는 이런 정상회담이 가져온 착각과 실망의 증거로 2000년 6월에 있었던 김대중, 김정일 간의 첫 번째 남북정상회담을 기억해야 한다. 당시 이 정상회담은 세상을 들썩거리게 하는 것 같았다.

하지만 두 정상이 서명한 공동성명의 약속들이 얼마나 거짓된 것인지는 바로 드러났다. 김대중 대통령 재임 당시인 2002년 10월에 매우 실망스런 사건이 밝혀졌다.

제임스 켈리 미국 대북특사가 북한을 방문했을 때 미 관리들은 북한이 농축우라늄을 통해 핵무기를 개발하면서 1994년 10월에 체결한 일반협정을 위반했다는 것을 알게 됐다.

이 실망은 김대중의 후계자이자 동지인 노무현 대통령이 보수적인 이명박 후보가 압승을 했던 2007년 대통령 선거 직전에 2차 남북정상회담을 갖고 평양에서 김정일을 만난 후 심화됐다.

이명박 대통령 취임 후인 2008년 초 미국의 북핵 대표인 크리스토퍼 힐은 마침내 북한을 설득해 북한이 방대한 지원을 받는 대신 핵프로그램을 영원히 제거하겠다는 복잡한 협정에 서명하도록 했다. 물론 북한은 이를 소개한 언론의 헤드라인이 사람들에게서 잊혀져간 후 협정의 조건 준수를 거부하면서 협상을 등져버렸다.

 

이번에 거론되고 있는 남북정상회담도 그렇다. 우리는 이 3차 정상회담이 이전과 비슷하게 말도 안 되는 헛소리와 착각, 절망을 가져올 것이라고 거의 확신한다.

아마도 박근혜 대통령과 소위 ‘영도적 지도자’ 김정은이 만나는 이 회담을 정당화하는 유일하고 실제적인 이유는, 싸우는 것보다 대화하는 것이 낫다는 점이다. 우리는 박근혜가 2002년 평양에서 이른바 김정일을 ‘사적’으로 만났던 것을 기억한다.

박근혜가 북한에 다녀왔던 이야기는 또 다른 남북정상회담의 실효성만 훼손시킬 뿐이다. 당시 그녀와 김정일 사이에 대화들이 정중하게 오고 갔지만 그 만남 후 어떤 결과도 나오지 않았다.

오히려 북한 정치선전원들은 이 만남을 다 잊어버린 북한이 핵포기에 대해 진지하게 대화하려고 할 때 대규모 지원을 하겠다는 박근혜 대통령을 혹평하고 있다.
 

실패한 역대 정상회담들

역사를 보면 막연한 기대감을 갖고 이뤄진 정상회담이 오히려 해를 가져온 경우들이 있다. 가장 좋지 않은 사례가 1938년 9월 영국 네빌 챔벌린 총리가 독일의 아돌프 히틀러를 만났던 것이다.

챔벌린 총리는 이 회담 후 런던으로 돌아와 “독일로부터 평화를 가져왔고 ‘우리 시대에 평화’를 이뤄냈다”고 말했다. 하지만 히틀러와 뮌헨 협정을 체결하면서 그가 얻어낸 것은 독일을 일시적으로 달래는 데 불과했던 것뿐이었다. 당시 독일은 오스트리아-헝가리 제국을 유린하고 프랑스를 점령하고 미국과 영국과 전쟁을 하기 위해 다가오고 있었다.

이런 유화적인 접근이 얼마나 큰 착각인지는 소련의 조셉 스탈린과 히틀러가 그 다음해에 독일 외무장관인 요아힘 폰 리벤트로프와 소련 외무장관인 V.M. 몰로토프 간에 서명한 불가침협정을 합의한 후에 잘 나타난다.

양측은 폴란드를 분할하기로 동의했지만 히틀러는 폴란드를 침공했고, 이어 소련을 공격하면서 이 조약은 산산조각이 났다. 독일의 폴란드 침공은 영국의 전쟁 개입을 가져왔고, 영국의 전쟁 총리인 윈스턴 처칠이 등장했다.

이 협정들처럼 적대국 간 정상회담에서 서명된 협정이 지켜지지 않을 경우 초래되는 위험이 얼마나 큰 것인지 모른다. 나는 사이공에서 취재기자로 활동했던 1972년의 베트남을 기억한다.

당시 닉슨 대통령 밑에서 국무장관으로 활동했던 헨리 키신저는, 교활할 협상자인 레득토가 이끄는 북베트남 협상단이 미국의 후원을 받는 사이공 정부와 협상을 하겠다고 선언하자 “평화가 가까이에 있다”고 말했다. 그 결과 1973년 1월 파리 협정이 체결됐고 이 협정에 따라 미국은 미군을 남베트남에서 철수시켰다.

비극적이지만 평화는 ‘가까이’에 있지 않았다. 북베트남은 군대를 남베트남으로 대규모 보내며 공격을 감행, 1975년 4월 30일 승리를 거뒀다. 당시 미국이 지원한 남베트남 정부의 패배는 어떤 조건으로 적과 협상을 해도 우월한 힘만큼 효력이 없다는 것을 잘 보여줬다.

박근혜 대통령이 평양에 가서 김정은을 만나면 그녀는 하등국가 대표의 애원자로 비쳐질 것이다. 북한은 자신들의 핵프로그램을 포기하겠다고 단 한순간도 생각한 적이 없다.

대신 북한은 거짓으로 ‘평화 협정’을 운운하며 한국에서 모든 주한미군 철수를 주장하고 있고, 이를 통해 세계적으로 진보(progressive) 그룹들의 지지를 얻어내려 하고 있다. 세계 역사뿐 아니라 한국의 최근 사건들을 보더라도 이런 정상회담은 시간 낭비이고 사실상 더 많은 싸움과 고통의 서막에 불과할 뿐이다.

The prospect of the leaders of two countries or separate "halves" of one divided country holding a summit is momentarily exciting but may be of little consequence. In fact, by deluding people into thinking "peace is at hand" or "peace for our time" is a real possibility, high-level summits can actually have a negative effect.

We only have to go back to the first inter-Korean summit between Kim Dae-jung and Kim Jong-il in June 2000 for evidence of the disillusionment and disappointment of summitry on the Korean peninsula.

The summit seemed sensational at the time, but very soon the hollowness of the promise of the communique signed by the two leaders became apparent. And while DJ was still in office, in October 2002, came a disheartening revelation.

During a mission to Pyongyang led by the U.S. negotiator on North Korea, James Kelly, U.S. officials and advisers learned that the North had been violating the framework agreement of October 1994 by developing nuclear warheads with enriched uranium.

That disappointment was compounded after DJ’s successor and soul mate President Roh Moo-yun met Kim Jong-il in Pyongyang for the second inter-Korean summit just before the presidential election of 2007 in which the conservative Lee Myung-bak won a landslide victory.

Early in 2008, after Lee's inauguration, the chief U.S. negotiator, Christopher Hill, finally persuaded North Korea to sign off on a complex agreement in which the North would at last, forever, do away with its nukes in return for vast amounts of aid. Of course, after all the headlines had faded into oblivion, North Korea betrayed the agreement, refusing to live up to any of its terms.

So much for inter-Korean summitry. We may be sure that a third summit would result in similar nonsense, disillusionment and despair. Perhaps the only real justification for a meeting between President Park and "Supreme Leader" Kim Jong-un would be that talking is better than fighting. We all remember, of course, that Park journeyed to Pyongyang once before, in 2002, for what was called a "private" meeting with Kim Jong-il.

Park's background in North Korea, however, should only undermine the futility of another North-South summit. After all the polite words between her and Kim Jong-il were said and done, nothing whatsoever came of that meeting. In fact, North Korean propagandists seemed to have forgotten all about it when they castigated her for suggesting a massive aid program if the North would only be so kind as to talk seriously about giving up its nukes.

In the long run of history, moreover, one can argue that summits, after having been carried out in a great mood of optimism, can do more harm than good. The most notorious example may have been the British Prime Minister Neville Chamberlain's meeting with Adolf Hitler in September 1938 after which he returned to London saying he had "returned from Germany bringing peace with honour" indeed had achieved "peace for our time."

All that he had achieved by signing off on the Munich agreement with Hitler was brief appeasement with Germany, which had overrun the former Austro-Hungarian empire on its way to conquest of France and war with both the U.S. and England."

In fact, appeasement was still more disillusioning after the Soviet leader Josef Stalin and Hitler came to terms the next year on a non-aggression pact signed by the German foreign minister Joachim von Ribbentrop and the Soviet foreign minister, V. M. Molotov.

The two sides agreed on the partition of Poland, but the pact flew apart when Hitler invaded Poland and then the Soviet Union. The invasion of Poland also forced Britain into the war under its war-time prime minister, Winston Churchill.

Probably no sequence of event has done more to demonstrate the potential for failure in summitry between foes as these agreements. In my own memory, however, I always go back to Vietnam in 1972 when I was a journalist based in Saigon.

Henry Kissinger, secretary of state under President Nixon, declared "peace is at hand" when the North Vietnamese side, under the wily negotiator Le Duc Tho, declared its willingness to enter into talks that would leave the U.S.-backed Saigon government in place. The result was the Paris peace of January 1973 under which the U.S. pulled its last forces from South Vietnam.

Tragically, peace was far from being "at hand." North Vietnam pressed ahead, sending ever more troops into South Vietnam, preparing for the climactic final offensive and victory on April 30, 1975. The defeat of the U.S.-backed government, by then on its own, showed the futility of talking with the enemy on any terms other than a position of strength.

We may be sure, if Park were to go to Pyongyang for a summit with Kim Jong-un, that she would be viewed as a supplicant, the representative of an inferior power. North Korean would never for a moment consider giving up its nuclear program.

Instead, the North would press for final withdrawal of all U.S. forces from the South, calling for a false "peace treaty" while drawing sympathy from "progressives" worldwide. If we have learned nothing else from recent Korean as well as world history, it should be that summits are not merely a waste of time. They may actually be a prelude to more fighting and suffering.
